Counsel Wilbroad Rwamunahe Vows Transparent, People -Centered Leadership In Kabale LCV Race

Kabale-Wilbroad Atwebembeire Wamushinja Rwamunahe, a lawyer and former journalist, has officially declared his bid for the National Resistance Party Flag for the Kabale District LCV Chairperson seat, pledging a leadership style rooted in transparency, inclusivity, and integrity.

While addressing the press on Sunday evening at his home in Kansinga Cell, Burambira Parish, Kaharo Sub-county, Counsel Rwamunahe who will be contesting for the NRM Flag has unveiled a detailed vision to transform Kabale District through accountable governance and people-centered policies.

“My leadership will be people-centered and grounded in transparency. I want to restore public trust by ensuring that every decision made by the district leadership reflects the interests of the people,” Rwamunahe said.

Citing Article 183 of the 1995 Constitution of the Republic of Uganda, Rwamunahe committed to efficient council operations, rigorous oversight of district administrators, and full implementation of council resolutions.

He promised to ensure that local government functions are effectively supervised to improve public service delivery.

In a strong call for inclusive governance, Rwamunahe vowed to involve youth, women, and marginalized communities in the district’s decision-making processes.

He also emphasized the need to hold government employees and service providers accountable to improve performance and enhance public trust.

Rwamunahe condemned sectarianism and the selection of leaders based on religious or tribal lines, describing such tendencies as divisive and detrimental to development.

“Leadership should be about vision, competence, and the ability to serve all citizens equally. My focus is on unity and progress—not on what divides us,” he asserted.

Drawing from his background in law and journalism, Rwamunahe highlighted his strengths in communication, strategic thinking, collaboration, and community engagement.

He pledged to work with the district council to formulate and enact people-driven laws and policies aimed at improving the livelihoods of Kabale residents.

As the race for the Kabale LCV Chairperson seat heats up, Rwamunahe’s message of accountable and inclusive leadership is expected to resonate widely with voters eager for change and improved service delivery.

Counsel Rwamunahe has officially declared his intention to contest for the NRM party flag in the internal elections scheduled for July 24th, 2025 and faces stiff competition from the current chairperson, Nelson Nshangabasheija, who is seeking re-election, and Ndyomugyenyi Nzeirwe, the former Deputy Resident District Commissioner (RDC) of Kabale.

The race is expected to be highly competitive as all three candidates have significant political influence and support within the party.
