IGG Orders Interdiction of Kalungu CAO, Three Officials Over Fund Mismanagement

The Inspector General of Government (IGG), Lady Justice Aisha Naluzze Batala, has directed the immediate interdiction of Kalungu District’s Chief Administrative Officer, Ms. Rose Nalumansi, and three other senior officials over alleged mismanagement of public funds.

The other officials identified as Ismail Twaha Biggwa, Chief Finance Officer; Sylvia Grace Nakanwagi, District Education Officer; and James Muhangi, Assistant Engineering Assistant.

The directive follows complaints that funds meant for the renovation and construction of twenty-two primary and secondary schools, as well as the district administration block in FY 2024/2025, were mismanaged.

Investigations so far have revealed irregularities in procurement, conflicts of interest, and abuse of office, resulting in shoddy works and financial loss.

Article 230 (2) of the Constitution and Section 13 (6) of the IG Act empower the IGG to issue directions necessary for investigations.

Justice Naluzze said: “Public interest demands that while investigation of the case involving the above public officers is still ongoing, they should be stopped from exercising the powers and functions of their offices.”

The IGG’s directive has been copied to the Chairperson, Public Service Commission; Chairperson, Kalungu District Service Commission; and the District Principal Human Resource Office.

The IGG also issued a strong warning to all public officers against professional misconduct, urging them to “always stick to ethical standards while executing their duties.”
