RWANDA-A senior military delegation from the Uganda Peoples’ Defence Forces (UPDF) 2 Infantry Division, led by Division Commander Maj Gen Paul Muhanguzi, has arrived in Rwanda to participate in the Proximity Commanders’ Meeting aimed at enhancing cross-border cooperation between Uganda and Rwanda.

The delegation was warmly received at the Kagitumba One-Stop Border Post by Brig Gen Paskali Muhizi, the 5 Infantry Division Commander of the Rwanda Defence Force (RDF). The meeting is taking place in Nyagatare District, with the opening ceremony held at Epic Hotel.

In his remarks, Maj Gen Muhanguzi expressed profound appreciation to the RDF for the warm reception and reaffirmed Uganda’s commitment to strengthening bilateral military ties.

“I am deeply grateful for the friendship we enjoy and the ongoing efforts to strengthen it,” said Maj Gen Muhanguzi.

He emphasized that the engagements between the UPDF and RDF align with the objectives of the Joint Permanent Commission held in Kigali in March 2024 and other regional mechanisms promoting prosperity, security, and development.

Brig Gen Paskali Muhizi welcomed the UPDF delegation, commending the initiative as a demonstration of shared values and cooperation.

“This meeting is a clear demonstration of our shared commitment to continued cordial cooperation between our Defence Forces,” Brig Gen Muhizi stated.

He praised the visionary leadership of the Heads of State of both countries, whose dedication to peace and regional integration has fostered a strong foundation for collaboration.

As part of the ongoing engagements, the UPDF delegation paid a courtesy call to Nyagatare District headquarters where they were received by Vice Mayor Mr. Matsiko Gozanga.

The Vice Mayor praised the positive role of the military in implementing joint resolutions and deepening cross-border ties.”We are eager to foster strong cooperation between our district and neighbouring districts on the Ugandan side.

These engagements are crucial for mutual understanding and regional development,” Gozanga said.

Both sides acknowledged significant progress in several areas of security cooperation, including intelligence and information sharing, coordinated border security activities, and social engagements.

Key examples highlighted were the recent friendly football match between UPDF and RDF at Kyamate Playground in Ntungamo District and ongoing community sensitisation programs along the border.

The delegations reaffirmed their dedication to upholding the strategic vision of their respective Heads of State, as well as the guidance of their Chief of Defence Forces and Chief of Defence Staff.

Tomorrow, June 19, the UPDF delegation is scheduled to visit the Mulindi Liberation Struggle Museum in Gicumbi District, as part of their continued engagement and historical appreciation.

Also present at the meeting were Brig Gen Frank Mutembe (RDF 2 Infantry Division Commander), Brig Gen Dr Emmanuel Shillingi (Uganda’s Defence Advisor to Rwanda), Col Emmanuel Ruzindana (Rwanda’s Defence Advisor to Uganda), as well as brigade commanders and intelligence officers from both the UPDF 2 Division and RDF 5 Division.
