Members of Parliament are demanding explanations from the Ministry of Works and Transport regarding significant discrepancies in the Kampala-Entebbe Expressway toll records, where over 10,000 vehicles remain unaccounted for, potentially leading to over Sh1 billion in lost revenue.
Legislators on the Committee of Physical Infrastructure have expressed shock and demanded accountability from the Ministry of Works and Transport following revelations of massive discrepancies in the Kampala-Entebbe Expressway toll records.
An internal audit report highlighted that a staggering 10,446 vehicles could not be reconciled within the system.
The scale of the issue became apparent through monthly audits. In November 2024 alone, 586 vehicles were unaccounted for, resulting in an estimated revenue shortfall of approximately Shs407 million.
This problem escalated in subsequent months, with 2,860 vehicles missing from records in December 2025 and over 7,000 in May 2026. These omissions suggest potential revenue losses exceeding Shs1 billion.
The committee, chaired by Hon. Mwine Mpaka, has summoned officials from the Ministry of Works and Transport, along with representatives from the expressway operator EGIS and contractor Pinnacle, to explain these financial anomalies.
The integrity of the electronic toll collection system is now under scrutiny, especially given that the government secured a US$350 million loan to fund the expressway’s construction.
Concerns were also raised about value for money, as approximately Shs129 billion has been collected in toll revenue, while Shs122 billion has been paid to the operator.
Parliamentarians questioned whether Ugandan taxpayers are benefiting adequately from this investment, particularly in light of recurring operational issues.
The ministry acknowledged deductions for failures such as non-functional street lighting and incomplete overload control systems.
Further investigations are underway regarding the utilization of Shs1.6 billion allocated for weigh-in-motion bridges and the legitimacy of vehicles exempted from toll fees.
The ministry has been given a deadline to provide a detailed report on these matters.
